As the final episode of 30 Rock approaches and America prepares to bid its harried, comedy-star-herding heroine a last blerg-bye, Liz Lemon is already being celebrated by the media as one of the more memorable female characters in the history of television. Tributes are being paid. Lists of her memorable quotes have been assembled. Her image recently appeared in the supporting Lois Lane role on the cover of Rolling Stone, prompting outraged blog posts because?hello??Liz Lemon, not Jack Donaghy, is our Superman.

None of this is surprising. While the audience for 30 Rock was never massive, among many, affection for the show and Liz Lemon has always run deep. From the moment Lemon first appeared in the 2006 30 Rock pilot, bought every hot dog from a street vendor?s stand to shut up a rude New York businessman, then gave away those wieners to the tune of a song reminiscent of the theme from That Girl, we have expected Liz Lemon and Tina Fey, the show?s creator and Lemon?s real-life alter ego, to usher in a fresh, fruitful era for funny ladies on television.

By ?we,? yes, I refer to the rabble of professional writers who get paid to fill the Internet?s tubes with insightful commentary about pop culture and/or women?s issues, a group that has cranked out a lot of think pieces about Liz Lemon and Tina Fey over the years. But I also mean ladies more generally, particularly those most likely to view Fey as their official nerd and savior: sarcastic Gen Xers, third-wave feminist alumni of Ivy Leagueish universities, and anyone who considers consuming night cheese while wearing a Slanket the makings of a rock-solid Saturday evening.

If our Tina?first female head writer for Saturday Night Live and the stinging satirist behind the movie Mean Girls?could be put in charge of her own show about a woman who?s also in charge of her own show, then surely this would lead to a TV landscape in which, to borrow the title of Fey?s book, a lot of ladies would soon be walking across our LED screens wearing bossypants. At least that was the hope. Now, with all 138 30 Rock episodes in the can and just that one final send-off left to air, this seems like a good time to ask: Did the existence of Liz Lemon actually change anything for women on television?

Fey?s 30 Rock success?and let?s define success here by the show?s longevity, quality, and accolades, not its often pitiful ratings?just so happened to occur on the front end of what has been a very encouraging time for women working in the industry. More high-profile comedies?from Girls to The Big C to Enlightened to The New Girl and The Mindy Project, which serve as anchors for Fox?s Tuesday night comedy block?are being created or co-created by women and placing dynamic, dysfunctional, and funny female characters at the center of their narratives. Shows that weren?t necessarily invented by women?Parks and Recreation and Veep?also have generated buzz while casting woman as central figures in powerful positions. Are Tina Fey and/or Liz Lemon responsible for this? Maybe not directly. But many of the women riding this wave, like Kaling and Fey?s friend and partner in Golden Globes-hosting genius Amy Poehler, would likely cite Fey?s simultaneously self-deprecating and cutting sensibility?both on 30 Rock and in her previous work?as an inspiration for their own.

In fact, during a 2012 Television Critics Association panel, Eileen Heisler, one of the two female showrunners of ABC?s The Middle and a former producer for Murphy Brown, attributed TV?s lady renaissance in part to Fey. ?I think Tina Fey?and us?poked a little hole that allowed for this [proliferation of women in television],? she said, according to Deadline. As we all learned during this year?s Golden Globes, it was watching Tina Fey, among others, that helped a young Lena Dunham make it through middle school. That has to count for something.

But if we learned anything from 30 Rock?aside from the fact that it?s possible to get away with putting both Jane Krakowski and Jon Hamm in black face when done in the proper comedic context?it?s that the TV business is liberally peppered with ?dummies,? as Lemon would call them. Some are actual dummies, while others may be legitimately intelligent individuals, like Jack Donaghy, who nevertheless fill their network?s programming lineup with shows that cater to dummies (MILF Island). What is great and smart does not always survive, and with every flicker of progress for TV gender equality comes a setback, like the recent cancellations of Fox?s Ben and Kate and ABC?s Don?t Trust the B---- in Apt. 23, both of which were created by women.

OTTAWA ? Prime Minister Stephen Harper welcomed his Conservative caucus back to Ottawa Wednesday morning with a speech that outlined his government's plans to celebrate some important but potentially controversial milestones in the country's history.

With his five freshly appointed senators sitting in the front row in the Conservative caucus meeting room in Parliament's Centre Block, Harper vowed to keep a steady hand on the economy and to continue work on public safety issues. But he also said that Canada will soon "proudly remember" the centennial of the First World War beginning next year, the 200th anniversary of the birth of the Sir John A. Macdonald in 2015, and the 150th anniversary of Confederation in 2017.

"These milestones remind us of a proud national story rooted in the great deeds of our ancestors and in a centuries-old constitutional legacy of freedom," Harper said.

Though most historians would agree the First World War was an important event in Canada's development as a country, it was also one that saw the first major English-French split after Confederation.

Few officers in the Canadian army of the period spoke French and French Canada strongly resisted conscription in 1917, believing it to be imposed on them by an English Canada that was still, at the time, very much connected to an imperial Britain.

Modern-day Quebecers seemed to have little enthusiasm for last year's commemoration of the 200th anniversary of the War of 1812 - a war that was, technically speaking, between Great Britain and the United States, and a commemoration of the First World War may be used an excuse by some in Quebec to remind French Canada of the linguistic divide that exists today.

Notably, while Harper spoke in both French and English to his caucus when he spoke about his government's focus on the economy and on public safety, his remarks about commemorating the First World War and Macdonald's birthday were in English only.

If you or your acquaintances just received a mail from the Facebook support alighting you with a e-mail notice about a pending settlement, we say you are one of the lucky "$10" blokes!</p><p>Jokes apart, this settlement delves into the same old problem afflicting the web users nowadays- DATA PRIVACY.<br /><br />A Seattle-based seamstress Angel Fraley spearheaded the class action lawsuit against Facebook following the misuse of private data such as names and user likenesses in Facebook's Sponsered Story Ads. The long overdue settlement has come in the wake of a supposed compromise with the Facebook team. However the Court will pass its final verdict in its June 28th, 2013 Fairness Hearing in San Francisco. Till then the virtual pointers of the temporary agreement are being worked out.</p><p>Facebook issued a notice on January 2, 2013 defining the supposed "class" Of claimants entitled to a compensation.</p><p>The brokered deal is applicable for American users only whose information might have been misappropriated before December 2, 2012. Moreover the claim forms have to be filled out by May 2nd before the Court adjudicates.<br /><i><br /></i> <i>"1. Provides a mechanism whereby users can discover if they are appearing in Sponsored Stories advertisements</i><br /><i><br /></i> <i>2. Provides a mechanism whereby users can prevent the future appearance in advertisements by that advertiser</i><br /><i><br /></i> <i>3. Changes the terms of use, known as the "Statement of Rights and Responsibilities", to inform users they can be used in Sponsored Stories</i><br /><i>Gives parents control over whether their minor children appear in any advertisements at all</i><br /><i><br /></i> <i>4. Gives minors the ability to completely opt-out of all advertisements while they are minors</i><br /><i><br /></i> <i>5. Allows affected users to file a claim that may result in an award of $10"</i></p><p>The legal parties have set up a Fund worth $20 million and foregoing the legal costs involved, the leftover amount is to be used for settling the compensation dues. However things are not as simple as it appears.</p><p>What most industry analysts are pinning their aces on, is the fact that the lawsuit is a double-edged settlement in favor of Facebook Inc. The catch is that the <i>"cy pres doctrine"</i> may be brought into action here.</p><p>Accoring to this legal doctrine, when the purpose of a lawsuit becomes <i>"impossible, impracticable or illegal to perform",</i> the trust funds are reverted to charitable causes afloat.</p><p>In this case, the actual number of claimants still remains elusive. In case of an eventuality whereby the money left in the settlement pool is less than $4.99 per person, the doctrine can be brought into action. This gives Facebook a fair chance to save its face by diverting the funds to NGOs such as Centre For Democracy and Technology, Electronic Frontier Foundation, MacArthur Founadation, or any academic organization involved with social media education.</p><p>So basically the issue is not about the $10 one gets, rather the awkward imbalance between making the Internet an open source niche with adequate privacy measures so far as individual users are concerned. How the semblance of a mutually acceptable compromise will be reached is yet to be seen. For the first time in Canada, patients attending a family practice clinic will be offered genetic testing to see whether or how they will respond to psychiatric medication treatment, in partnership with the Centre for Addiction and Mental Health (CAMH).

Thornhill Medical Centre, a clinic of family physicians, is making the promise of personalized medicine a reality.

"These pharmacogenetic tests will enable physicians to use a patient's genetic makeup to help predict which medications are safe to prescribe, and which ones may be ineffective or cause side effects," said Dr. James Kennedy, head of CAMH's Neuroscience Research Department.

The tests, which will prevent trial-and-error prescribing and reduce associated health-care costs, will be analyzed in the Tanenbaum Centre for Pharmacogenetics at CAMH's Campbell Family Mental Health Research Institute.

"The ability to be able to know which medications patients will respond to, based on their genetic predisposition, is invaluable."

Using a saliva sample, variations on five genes are analyzed to predict a patient's response to 19 common antidepressant and antipsychotic medications. Medications that will work get a green light to prescribe as directed. A yellow light signals caution. For each medication in this category, the tests will show whether dosing levels need to be lowered or increased, or that the drug's effects may not be optimal for this patient. Medications in the red light category should be used with caution and more frequent monitoring, due to side effects or lack of response.

This initiative is part of the larger IMPACT study (Individualized Medicine: Pharmacogenetic Assessment & Clinical Treatment). Funded in part by the Ontario Ministry of Economic Development and Innovation, IMPACT researchers aim to look at the impact of genetic testing over seven years in 20,000 patients. They are also seeking to identify new genetic markers.

"We expect these tests to improve patient satisfaction and safety, and have a substantial impact on reducing health-care costs, which we will be examining over the course of the IMPACT study," said Dr. Kennedy. "With the genetic information doctors will be better equipped to prevent complications from medications before they occur."

For the first time in Canada, patients attending a family practice clinic will be offered genetic testing to see whether or how they will respond to psychiatric medication treatment, in partnership with the Centre for Addiction and Mental Health (CAMH).

Thornhill Medical Centre, a clinic of family physicians, is making the promise of personalized medicine a reality.

"These pharmacogenetic tests will enable physicians to use a patient's genetic makeup to help predict which medications are safe to prescribe, and which ones may be ineffective or cause side effects," said Dr. James Kennedy, head of CAMH's Neuroscience Research Department.

The tests, which will prevent trial-and-error prescribing and reduce associated health-care costs, will be analyzed in the Tanenbaum Centre for Pharmacogenetics at CAMH's Campbell Family Mental Health Research Institute.

Dodgers TV Deal: L.A. Club Inks $7 Billion Time Warner Pact, MLB To Determine Revenue-Sharing Impact

LOS ANGELES -- The Los Angeles Dodgers formally announced a deal with Time Warner Cable on Monday to create a new TV channel that people familiar with the situation say assures the team more than $7 billion over 25 years. That is double what Major League Baseball thought the local TV rights were worth when the team was sold out of bankruptcy just last year.

The gap will be the subject of discussions going forward as the league attempts to haggle over how much of that extra money will go into a revenue-sharing pool to help out baseball's lower-revenue franchises.

MLB calculates that 34 percent of a team's local revenue, after subtracting costs, is available for redistribution throughout the league. When the Dodgers were mired in bankruptcy last year, the league agreed to value the potential TV rights of any future deal at $84 million the first year, rising 4 percent every year thereafter. Over 25 years, that estimated TV rights revenue of $3.5 billion.

The actual TV rights contract represents a huge mark-up from that initial forecast. It could be a boon to the league, depending on how much of that revenue its internal rules committee says is subject to sharing. The contract is also a big win for the owners, including Guggenheim Partners and Magic Johnson, who bought the team out of bankruptcy last year for $2 billion from Frank McCourt.

The broad strokes of the deal terms were confirmed by three people who requested anonymity because they were not authorized to speak about them publicly.

MLB spokesman Pat Courtney wouldn't comment on the deal, but said the league would need to approve it. "We are still awaiting further information," he said.

If approved, fans in the Los Angeles area and Hawaii would have to switch from watching Dodgers games on Fox Sports' regional sports channel Prime Ticket after the 2013 season.

The high price tag also means monthly TV bills are likely headed upward ? in the Los Angeles market and elsewhere.

"There's no question that there's a huge problem with sports rights," said Derek Baine, a senior analyst with research firm SNL Kagan, adding that one big question is "when is this going to stop?" Baine also blamed higher TV bills on the proliferation of new channels and rising fees for once-free TV station broadcasts.

Time Warner Cable Inc., which agreed to pay the fees, is now aiming to cut deals with other local TV distributors to offset the cost, which could spread any fee hikes across the TV landscape, including in other markets.

The new channel, SportsNet LA, will be launched and operated by a subsidiary of the team formed in December called American Media Productions LLC.

Along with selling the channel to other TV distributors, Time Warner Cable will have the exclusive advertising rights and certain branding and programming rights. It will also offer production and technical services outside of regular game coverage, which will be handled by the team's subsidiary.

Ownership of the network was important, according to the people familiar with the situation, because the league allows teams to reduce their revenue-sharing contributions by the cost of running their own TV networks.

The contract marks the second major sports rights deal in three years for Time Warner Cable, which bought the rights to Los Angeles Lakers games in 2011 and launched regional sports networks covering them last year.

After paying an estimated $3 billion for the Lakers rights for 20 years, Time Warner Cable eked out higher fees from other TV distributors in Los Angeles, including DirecTV. The cable operator has said it is bidding for long-term sports carriage agreements to give itself certainty about rising sports costs.

"This deal, like our Lakers' deal, furthers our efforts to attain greater certainty and control over local and regional sports programming costs," David Rone, president of Time Warner Cable Sports, said in a statement.

However, Time Warner Cable is not the only network operator looking to recoup the cost of sports rights by hiking fees on other TV distributors.

The New York Yankees' YES Network, which is part owned by News Corp.'s Fox network, is also expected to seek a fee hike from Time Warner Cable when that agreement expires early next year.

Dodgers owner Mark Walter said in a statement, "we concluded last year that the best way to give our fans what they want ? more content and more Dodger baseball ? was to launch our own network."

Wife of deposed Honduran leader leads presidential race: poll

TEGUCIGALPA (Reuters) - Honduran presidential candidate Xiomara Castro, the wife of deposed former President Manuel Zelaya, is leading the race to become the next head of the Central American country, according to a poll released on Tuesday.

Political newcomer Castro, the Liberty and Refoundation Party candidate who established her reputation while fighting for her husband's right to rule after his 2009 military-led ouster, leads with 25 percent of those questioned saying they would vote for her, according to the CID Gallup poll.

Just 23 percent said they would vote for National Party candidate Juan Hernandez who, the pollster said, "is being affected by the ongoing divisions in his party."

Nonetheless, 33 percent of the 1,256 people surveyed for the poll said they supported Hernandez's National Party, while only 21 percent opted for the Liberty and Refoundation Party (LIBRE), with a similar amount picking the third-placed Liberal Party.

The poll has a 2-percentage-point margin of error, according to La Prensa newspaper that published the survey.

Castro and her party, a coalition of leftist politicians, unions, agrarian and indigenous groups, vow to call a referendum to rewrite the constitution if they win - an act that previously set in motion the coup that ended her husband's presidency.

Zelaya was deposed in a 2009 military coup after his opponents said he was trying to change the constitution to remain in power.

Last week, Honduras' Congress approved an impeachment tool to remove top-ranking officials from office and avoid crises like the 2009 coup.

Among the nine candidates vying to become Honduras' next president is retired General Romeo Vasquez, who led the coup against Zelaya and who leads the Patriotic Alliance, a party mainly comprised of retired soldiers. He was not in the poll.

The presidential elections will take place in November, with the victor assuming office in January 2014.

(AP) ? Seeking swift action on immigration, President Barack Obama on Tuesday will try to rally public support behind his proposals for giving millions of illegal immigrants a pathway to citizenship, as well as making improvements to the legal immigration system and border security.

The president will launch his push in a campaign-style event in Las Vegas, a day after a bipartisan group of senators unveiled their own plan for addressing an issue that has languished in Washington for years.

Administration officials said Obama would largely endorse the senators' efforts, though immigration advocates said they expected the president's own proposals to be more progressive than the Senate group's plan, including a faster pathway to citizenship.

The simultaneous immigration campaigns were spurred by the November presidential election, in which Obama won an overwhelming majority of Hispanic voters. The results caused Republican lawmakers who had previously opposed immigration reform to reconsider in order to rebuild the party's reputation among Hispanics, an increasingly powerful political force.

Most of the recommendations Obama will make Tuesday are not new. He outlined an immigration blueprint in May 2011 but exerted little political capital to get it passed by Congress, to the disappointment of many Hispanics.

Obama "will certainly note today the promising signs we've seen in Congress, most specifically the bipartisan principles put together by the group of senators that mirror his own principles," White House spokesman Jay Carney told reporters aboard Air Force One en route to Nevada. "That is cause for hope. And what you'll hear from the president today is how we need to take these initial positive steps and continue to move forward so that actual legislation is produced."

The president was to make his pitch in Nevada, a political battleground he carried in November, in large part because of support from Hispanics in the state.

Nationally, Obama won 71 percent of the Hispanic vote, giving him a key advantage over Republican rival Mitt Romney.

Administration officials said the president would bolster his 2011 immigration blueprint with some fresh details. His original plan centered on four key areas: a pathway to citizenship for the 11 million illegal immigrants in the U.S., improved border security, an overhaul of the legal immigration system, and an easier process for businesses to verify the legal status of workers.

Administration officials said they were encouraged to see the Senate backing the same broad principles. In part because of the fast action on Capitol Hill, Obama does not currently plan to send lawmakers formal immigration legislation.

However, officials said the White House does have legislation drafted and could fall back on it should the Senate process stall. The officials spoke on the condition of anonymity in order to discuss internal strategy.

Carney said the president believes the package also should include recognition of gay couples where one partner is American and another is not.

"The president has long believed that Americans with same-sex partners from other countries should not be faced with the painful choice between staying with the person they love or staying in the country they love," Carney said.

Sen. John McCain called the issue a "red flag" in an interview Tuesday on "CBS This Morning."

The Arizona Republican also said he didn't think the issue was of "paramount importance at this time."

"We'll have to look at it," McCain said. But he added that the highest priority is finding a "broad consensus" behind the immigration bill already being planned. He said the country must do something about 11 million people "living in the shadows."

Obama's previous proposals for creating a pathway to citizenship required those already in the U.S. illegally to register with the government and submit to security checks; pay registration fees, a series of fines and back taxes; and learn English. After eight years, individuals would be allowed to become legal permanent residents and could eventually become citizens five years later.

The Senate group's pathway to citizenship for illegal immigrants already in the U.S. would be contingent upon securing the border and improving tracking of people in the U.S. on visas. Linking citizenship to border security could become a sticking point between the White House and lawmakers.

Passage of legislation by the full Democratic-controlled Senate is far from assured, but the tallest hurdle could come in the House, which is dominated by conservative Republicans who've shown little interest in immigration reform.

The senators involved in formulating the immigration proposals, in addition to McCain, are Democrats Charles Schumer of New York, Dick Durbin of Illinois, Robert Menendez of New Jersey and Michael Bennet of Colorado; and Republicans Lindsey Graham of South Carolina, Marco Rubio of Florida and Jeff Flake of Arizona.

Several of these lawmakers have worked for years on the issue. McCain collaborated with the late Democratic Sen. Edward M. Kennedy on comprehensive immigration legislation pushed by then-President George W. Bush in 2007, only to see it collapse in the Senate when it couldn't get enough GOP support.

Demagnetization by rapid spin transport

Jan. 27, 2013 ? For purposes of their research, the scientists irradiated two separate layered systems with ultrashort laser pulses on the order of just one hundred femtoseconds (10-15 s). One sample consisted essentially of a single thin layer of ferromagnetic nickel. By contrast, a second sample of this same nickel material was coated with a non-magnetic layer of gold. Only a mere 30 nanometers (10-9 m) thick, the gold layer swallowed up the lion's share of the laser light so that barely any light ended up reaching the nickel layer. In spite of this, the nickel layer's magnetization rapidly dissipated shortly after the laser pulse entered each sample.

However, in the case of the gold-coated sample, the researchers recorded a split-second delay. The observations were based on measurements obtained using circularly polarized femtosecond x-ray pulses at BESSY II, Berlin's own electron storage ring, with the help of the femtoslicing beamline.

"This allowed us to demonstrate experimentally that during this process, it isn't the light itself that is responsible for the ultrafast demagnetization but rather hot electrons, which are generated by the laser pulse," explains Andrea Eschenlohr. Excited electrons are able to rapidly move across short distances -- like the ultra-thin gold layer. In the process, they also deliver their magnetic moment (their "spin") to the ferromagnetic nickel layer, prompting the breakdown of the latter's magnetic order. "Actually, what we had hoped to see is how we might be able to influence the spin using the laser pulse," explains Dr. Christian Stamm, who heads the experiment. "The fact that we ended up being able to directly observe how these spins migrate was a complete surprise to everyone."

Laser pulses are thus one possibility to generate "spin currents" where the spin is transferred in place of an electric charge. This observation is relevant for spintronics research where scientists design new devices from magnetic layered systems, which perform calculations based on spins rather than electrons, enabling them to very quickly process and store information while at the same time saving energy.

Dr. Eschenlohr concluded her doctoral work at HZB, in the context of which she generated the results described above, in late 2012. As of January of this year, Dr. Eschenlohr is a scientific associate at University of Duisburg-Essen.

Soderbergh, Van Sant to show at Berlin film fest

BERLIN (AP) ? New movies from directors Steven Soderbergh and Gus Van Sant and a trio of films starring French divas will be competing this year at the Berlin International Film Festival.

A diverse selection of 19 movies ? including films from Kazakhstan and Iran ? will vie for the main Golden Bear prize at Europe's first major film festival of the year.

Van Sant's film about the shale gas industry, "Promised Land," and Soderbergh's thriller "Side Effects" are the most prominent U.S. offerings. There's a strong contingent from eastern Europe, including Oscar-winning Bosnian director Danis Tanovic's "An Episode in the Life of an Iron Picker" about a poor Gypsy family.

French actresses Juliette Binoche, Catherine Deneuve and Isabelle Huppert all star in separate competition entries.

The festival runs Feb. 7-17.

We've known since last year that Jurassic Park would make its return to theaters in 3D this April, but now Universal has also dropped the details about its Blu-ray 3D release, as well as the 2D release of all the flicks individually in March. Just to fill in the timeline: first Jurassic Park 1, 2 and 3 will hit Blu-ray/DVD individually (following the triple pack that shipped in 2011) on March 26th, then Jurassic Park in 3D arrives April 5th in regular and IMAX theaters (no, the now-dated CGI has not been redone, you can get a peek in the trailer embedded after the break) followed finally by the Blu-ray 3D April 26th.

While news that the flick is back on the big screen is exciting, we can't help but think there's a few missed opportunities here like the previously mentioned CGI, and lack of any extras detailing the conversion process on the disc. Still, some had complaints about the picture quality of the previous release and it's possible that remastering done in the name of 3D could see a better version this time around for all viewers. Either way, after Titanic, I, Robot and even Top Gun seeing 3D re-release it appears this is definitely a trend. The individual movies are priced at $24.49 on Amazon, and the 3D combo pack is $34.99.
